BASE is non-sectarian in its programs, admissions policies,
employment practices, and all other
operations. BASE does not charge tuition, and does not discriminate
on the basis of race, ethnicity, national origin, gender, or
disability.
“Target Populations,” outlined below, reflect
BASE’s recruitment strategies, geographic focus areas
for recruitment, and how BASE explains its program to the
community. BASE admission policies, described in section 9
of the charter, reflect only the admissions priorities listed
and are non-discriminatory.
Target Population:
BASE places special emphasis on serving youth who
have been unsuccessful or unchallenged in traditional schools.
Diversity is an important aspect of BASE. BASE seeks a group
of youth who will be ethnically, culturally, personally, and
academically diverse.
Enrollment Levels:
BASE enrollment had grown over the term of the charter:
• 2001-2002 Pilot Year: 45 youth enrolled
• 2002-2003: 76 youth enrolled
• 2003-2004: 75 youth enrolled
• 2004-2005: 98 youth enrolled
• 2005-2006: 92 youth enrolled• 2001-2002 Pilot Year: 45 youth enrolled
• 2006-2007: 87 youth enrolled

BASE intends to grow to between 115 and 130 youth during the
next charter term depending on the capacity of future facilities.
Age & Grade Range:
BASE serves high school youth in grades 9-12. Usually
this means youth between the ages of 14 and 19, however, BASE
will admit any youth who has been promoted from the 8th grade
by a WASC accredited school and will allow youth to continue
to be enrolled until they earn a diploma or turn 22 years old,
consistent with the conditions for continuous enrollment and
progress towards a diploma set forth in state law.
Geographic Area Served:
BASE does not determine admissions by geographic area and
any residence of California can attend BASE. However, the
focus of BASE’s recruitment efforts is on Alameda, Oakland,
and, to a lesser extent, other East Bay communities.

Program
Competition for Target Students:
BASE offers a specialized program that has no clear
parallel in the Alameda Unified School District. Generally
speaking, there is no program in AUSD seeking to attract the
same group of youth. There are programs in Oakland with similarities,
such as Met West and Life Academy, which BASE has competed
with for students.
